Harab Rasheed
The rule: Hajj is only allowed with an official Hajj permit — through your country's Hajj system (in India, the Haj Committee or a registered private operator).
What happened in the 2026 (1447) season
- Pilgrims without a permit, including holders of any visit visa entering or staying in Makkah or the holy sites during the restricted period: fines of up to SAR 20,000.
- People who arranged visas for, transported or sheltered such pilgrims: up to SAR 100,000 per violator.
- Residents who broke the rules faced deportation and a 10-year entry ban.
- The restricted period ran from the start of Dhul Qa'dah to 14 Dhul Hijjah.
Also note
- The Umrah visa does not allow Hajj, and the Umrah season pauses around Hajj.
- Offers to "do Hajj on a visit visa" are illegal and put you at serious risk. Marhaba never offers this.
