Quick Summary & Direct Answer

Hajj seats are shared out by country, so an Indian passport holder living in the Gulf has two kinds of route. The first is India's quota: the Haj Committee of India or a private Haj Group Organiser registered in India, applying in India's window. The second is the Hajj system of the country you live in. Saudi residents with a valid iqama can book domestic Hajj packages on Nusuk; Qatar accepts residents who meet strict age and residency rules; other Gulf countries set their own rules for residents each year. Never attempt Hajj on a visit visa.

Essential Takeaways at a Glance
  • Hajj seats are allocated by country, so you use either India's quota or the system of the country where you live.
  • Saudi Arabia: citizens and residents with a valid iqama register on Nusuk for domestic Hajj; first-time pilgrims get priority and residents whose iqama is more than a year old come first.
  • Qatar: for Hajj 2027, residents had to be at least 45, resident for 15 continuous years and first-time pilgrims; registration ran 20 September to 20 October 2026.
  • UAE: reports for the 2026 season conflicted on whether residents could register; check with the UAE's Hajj authority before planning.
  • India's Haj Committee guidelines are written for applicants in India, with flights from Indian embarkation points.
  • In 2026 Saudi Arabia fined anyone attempting Hajj without a permit up to SAR 20,000 — residents included.
Pilgrim Pro Tip: Decide your route by where you will start the journey

If you will travel to Hajj from your home city in the Gulf, look first at that country's system. If you would rather travel with family from India, India's quota is the natural route — but it follows India's application window and Indian embarkation points.

Why your route depends on where you live

Saudi Arabia allocates Hajj seats to each country. India's seats are split between the Haj Committee of India and private Haj Group Organisers, while Gulf countries run their own registration for citizens and, in some cases, residents. An Indian passport holder in Riyadh, Doha or Dubai is therefore choosing between India's quota and the system of the country they live in.

Whichever route you take, Hajj needs an official Hajj permit. In the 2026 season Saudi Arabia fined people attempting Hajj without a permit up to SAR 20,000 — including visit-visa holders and residents — and deported expatriate violators with entry bans of up to 10 years.

India's quota: the Haj Committee or a private organiser

The Haj Committee of India's guidelines are issued for Indian citizens and assume an application from India: an online form with an address, a state quota, and flights from an Indian embarkation point. For Haj 2027 the window ran from 22 June to 24 July 2026 and is now closed.

Private Hajj on India's quota is run by Haj Group Organisers registered with the Ministry of Minority Affairs. If you live in the Gulf and want to use this route, ask the organiser directly whether you can book from abroad, which documents they need, and whether you must join the group in India or can meet it in Saudi Arabia. Do not assume either answer — confirm it in writing.

Living in Saudi Arabia: domestic Hajj on Nusuk

Saudi Arabia runs a domestic Hajj programme for citizens and residents inside the Kingdom. For the 1447 (2026) season, the Ministry of Hajj and Umrah opened registration on the Nusuk app and nusuk.sa from 6 Ramadan 1447, with package booking from 15 Ramadan.

Residents need a valid iqama, and those whose residency was issued more than a year earlier get priority. Applicants must be at least 15 and meet the approved health requirements. Until the end of Shawwal, priority goes to people who have never performed Hajj. Each pilgrim registers personally, chooses a package and pays through Sadad to receive the permit.

The 1448 (2027) dates are announced by the ministry each season; watch Nusuk and the ministry's news page.

Living in Qatar, the UAE or elsewhere in the Gulf

Qatar's Ministry of Awqaf ran Hajj 2027 registration on hajj.gov.qa from 20 September to 20 October 2026. Residents had to be at least 45 years old, have lived in Qatar continuously for at least 15 years, not have performed Hajj before, and hold a health fitness certificate; each could add one companion.

In the UAE, the General Authority of Islamic Affairs, Endowments and Zakat runs Hajj registration. Reports for the 2026 season disagreed on whether residents could apply, with one operator reporting permits limited to UAE citizens. Check the current rules with the authority directly before planning or paying.

Kuwait, Oman and Bahrain also run their own Hajj registration with their own rules for residents. Check with each country's Hajj authority for the season you are planning.

Be cautious with any offer that promises Hajj for residents of one country through another country's quota. Ask which country's quota the seat comes from and how the permit is issued, and walk away if the answer is vague.

How to choose

If you live in Saudi Arabia and hold a valid iqama, domestic Hajj is usually the most direct route. If you live elsewhere in the Gulf, start with your country's resident rules; if you do not meet them, India's quota through a registered private organiser may still be open to you, subject to the organiser's own terms.
